Earnings and International Payments
Please know that as of January 1, 2008 all payments to international users will require the payee to complete and return an IRS Form W-8BEN or 8233 (for non-U.S. individuals), related to country of residence.
In addition, Newsvine may be required to withhold and deliver to the IRS a withholding tax of 30% of earnings generated by international payees. Users may be able to claim any withheld amounts directly from the U.S. government by following IRS procedure, or as a tax credit on their local jurisdiction income tax return.
The Form W-8 and withholding requirements are mandated by IRS regulations set forth by the U.S. government. The requirement to fill out Form W-8 and related tax withholding applies to all international payees, even in the event the payee chooses to donate the earnings to a charity. Newsvine has no choice in the process and honestly we aren't looking forward to it either.
Newsvine will treat all earnings that are requested between now and January 1, 2008 consistently with past practice. In addition, we are lowering the payment threshold for international contributors from the current level of $25 to $10, until January 1, 2008. We apologize for any inconvenience and we hope that our international users know that we have no choice in the matter, and that we value your contributions.
More details regarding international payments will be released on the Earnings page by January 1, 2008

I guess it was inevitable it would come our way. Hate paperwork, especially when it is related to what is for most of us a leisure time pursuit. I reckon the IRS will end up keeping a fair bit of the chunk they get as most Viners will not bother with claiming amounts that will be pennies in the main.

Here's my take on it.
For the sums involved it's unlikely to be attractive for any overseas Viners to start registering all this information with the US government - which I understand we need to do even if we choose to donate to charity. Also, it will cost more to the US government to process all the forms than they will receive in tax revenue for doing so. In short - the system is stupid, unless we're individually making a few hundred bucks a month. Which I guess hardly anyone is.
So we need to find some sort of route round this - either which allows overseas Viners to get their earnings from somewhere else (an overseas/offshore subsidiary perhaps?) or have an opt-out clause which enables the overseas Viners collectively to have their earnings donated centrally by Newsvine (but not individually involving form filling).
Whatever - this US tax form system is not a viable option.

This get complicated, I live in South East Asia but I originate from Great Britain. Why should I fill out a form anyway, suggest you move your server out of the USA then tax would not be a problem. The USA government is trying to rule the internet, that sucks.
Is it possible to transfer any earnings to a fellow Newsviner, provided they would want to accept? For me personally it wouldn't be worth the hassle of filling in whatever forms.
Unless this is a wicked trick to get international Newsviners more involved, so they'll earn more, and it becomes worth the hassle ... :-p

I asked Calvin that a while ago he said no. I dont know why we care Irma, I really dont want to touch those dirty USD's and the Idea that the Filthy IRS will be taking a slice, means that I dont want the money at all. They'll only spend it on Cocaine.
While I dont care about this Calvin, I regard this as a rather nasty little act, What about people who live in third world countries that earn 40ยข per day. Now the US wants to Tax them. What a nasty spiteful bunch of multi billionaires. Its like asking someone to pay for the bullets that they are going to be shot with. How low can they sink, China sends the family of the executed prisoner the bill for the bullets.

This is choice - I get taxed for something I do outside the US by the US - next thing you know I'll be extradited for evading 25c. or something and have to plea-bargain my way out of chokey after a quick waterboarding. I was going to claim my earnings and donate to a UK charity, which would make it tax-exempt here I believe and would certainly result in an extra donation from our chancellor to that charity from my paid taxes. Forget it - those orange boiler suits the Empire dresses its cons in clash with my beard.

UPDATE: The new policy will go into effect on February 1, instead of tomorrow. We're still working through the legal muck of how things have to work.
So when will October earnings be paid out? I requested mine on 14 December, so I was expecting they'd be paid on 20th Dec, like it says on the payment page. But they haven't arrived yet - and they don't seem to have been paid on the 5th Jan either :-(
Quick question while I'm here. Hopefully this article is still open for discussion.
If I were to transfer what I had earned to someone in the United States for them to send it back to me would this be a problem? Filling out forms is just not viable for any international users here and I'd be more comfortable by getting someone I know in America to take it for me and pass it on.
